The guy just seemed utterly confused by how there could be stairs OUTDOORS. (The stairs in question were in an atrium area next to my office.) It's not like he was trying to find a certain place (if so, he'd have asked, "Do those stairs lead to the math department?" or something), he was just wandering randomly or something.
I've been seeing more of that recently - otherwise intelligent (or at least non-stupid) people whose brains just seem to blue-screen when confronted by something unusual. It can't be a new phenomenon, I must just be getting more perceptive. (umm, level up or something...)
