Why? Because we've already established that you're already biting your own tail out of frustration and stagnation - IOW, you are known not to be happy in Las Cruces.
So don't stay there.
Don't miss an opportunity for refreshing new experiences just because you're sure you can handle the particular annoyance set Las Cruces provides.
You need the change of scenery, and there is more stuff in reasonable driving distance from Johnstown than from Las Cruces. Plus, I think claiming that mail order might never arrive is a bit of an exaggeration. Worst case, have it delivered to work, which often isn't a bad idea anyways.
The reason I said that wasn't because of trust issues, but because there are no less than three Johnstowns in PA, and considering that UPS has enough trouble with the *one* Las Cruces, I don't trust them in Johnstown.
Hey, it's not like you're gonna stay at the job forever. Finish your PhD, get some work experience, then go out and create more options for yourself which are even more exciting than this one.
SOme things about the environment at the PA job kinda concern me. And some things about the job itself concern me too. The WSMR job is mostly things I like to do with a few interesting challenges, while the PA job seems more like being dedicated for months at a time on projects which may not be that interesting just to hold out for the occasional niftiness.
the WSMR job basically seems less risky when it comes to my job satisfaction, and if the WSMR job doesn't work out I just look for another job while not worrying about being in foreign territory etc.
I'm taking my time on this. No snap decisions.

Corruption in Johnstown? Just when it comes to Murtha, but that's federal not local.
I'm not so sure I agree with the tech-buying thing. I have had no problems with buying things techy, and I'm only 50 minutes east ( which is worse because that means I am futher from Pittsburgh.) if you think having three Johnstowns is bad when it comes top delivery, try telling someone you live in California, PA. How many times I was asked about the ocean and the beach.
