Here is me not liking confrontation ()

Here is me wishing that I weren't put into confrontational situations by merit of being one of the owners of this building, when the commercial space's tenant's son is belligerent about whether it's okay for him to wash his car in our driveway or not (spoiler alert: it isn't, but he's been doing it for 18 years and he feels entitled).

I love this neighborhood but holy cow do I hate this particular building sometimes.

There's a few reasons:

1. He is breaking two laws. San Francisco is under pretty heavy water restrictions, and so it's actually illegal to use residential water to wash your car (you are supposed to go to a car wash or wait for it to rain). It's also illegal to do that because of wastewater management - car washes (at least theoretically) sequester the soapy water for processing, while doing it in your driveway makes the soap water go down the storm drains, which means it pollutes the bay.

2. This building's water bill is already out of control as it is, and we're trying to do whatever we can to clamp down on it. It is also very likely that our meter is misreporting our usage (they're claiming on the order of 100 gallons per apartment per day!), but we're having a hell of a time getting the city to evaluate it, and if the city inspector happens to come by while this guy is washing his car, that will give us even less sway.

3. He is not supposed to be parking in the garage to begin with. It is ONLY for the residents of the building. While he washes his car, he blocks the garage driveway. This is both an inconvenience and a liability issue. He is only supposed to enter the garage to dispose of his trash.

His "justification" for doing it is that he's hosing off the sidewalk (because the piss and vomit that people leave there overnight is bad for business) and while he's doing that he'd might as well wash his car too. Him washing the sidewalk is a good thing. Him continuing it to his car is not.

Ah, good. I know it's usually pointless to try to get the police involved with issues like this, but have you tried calling? If they're no help, you could try contacting the water conservation unit and see if they have any suggestions.

Yeah, I'm about to start stepping that up. This morning I contacted 311 and submitted a complaint, and there is also a number specifically for illegal wastewater-in-the-drain stuff that I've left myself a note to call later.

I feel like a gigantic pussy but this guy is like 3x my size and hard to talk to. When I went downstairs to talk to him I didn't even get two words in before he started ranting at me about "that old chinese guy, he's a piece of shit" in reference to the neighbor/co-owner who told me about the situation to begin with.
